If you are looking for the familiar File > Open & Export > Import/Export menu in the New Outlook for Windows, you will not find it. The classic import/export wizard has been removed from the modern interface. Because New Outlook is built on a cloud-first web architecture rather than a local Win32 database engine, it does not provide native tools to package or extract offline .pst files directly through a desktop menu.
Fast Fix
New Outlook does not include the classic
File > Open & Exportwizard. To export or import full.pstmailbox files, switch back to Classic Outlook or request a cloud export via Outlook on the web. To import contacts or calendar files (.csvor.ics), use the native import tools located inside the People and Calendar modules.
Diagnostic Snapshot
| Property | Details |
|---|---|
| Symptom | File tab is missing; no Open & Export or Import/Export wizard available |
| Root Cause | New Outlook runs on web architecture and lacks a local MAPI/PST database engine |
| Affected Workflows | Mailbox archiving, local .pst backup, importing legacy mailbox dumps |
| Supported Alternatives | Classic Outlook client, Outlook on the web (OWA), native People/Calendar web imports |
Why the Import/Export Wizard Was Removed
In classic Outlook, the import/export wizard relied on local Win32 MAPI components to parse data structures and compile them into .pst (Personal Storage Table) files on your local drive.
New Outlook operates like Outlook on the web (OWA), running inside an Edge WebView2 container. It interacts with your mailbox through cloud APIs (Microsoft Graph and REST) rather than local storage drivers. Because New Outlook currently does not mount local .pst databases, Microsoft omitted the legacy desktop export wizard entirely.

New Outlook

To move data in or out of your account, you must select an alternative path based on whether you are managing mail archives, contacts, or calendars.
Progressive Workarounds
Workaround 1: Use Classic Outlook for PST Backups and Restores
If your goal is to export your entire mailbox to a .pst file or restore an existing archive, the classic Outlook client remains the official desktop method:
- In the top-right corner of New Outlook, toggle off the New Outlook switch.
- If the toggle is missing: Open your Windows Start menu, search for
Outlook, and select the icon labeled Outlook (classic).
- If the toggle is missing: Open your Windows Start menu, search for
- In Classic Outlook, click File > Open & Export > Import/Export.
- Choose your desired operation:
- Export to a file: Select Outlook Data File (.pst), select the folders you want to archive, and save the file to your hard drive.
- Import from another program or file: Select Outlook Data File (.pst), locate your file, and choose the destination folder in your cloud mailbox.
- Allow the items to synchronize to Exchange Online before toggling back to New Outlook.

Workaround 2: Request a Complete Cloud Mailbox Export (OWA)
If you cannot access classic Outlook, you can request a complete server-side archive through Outlook on the web:
- Open a browser and sign in to Outlook on the web (
outlook.office.com). - Click the Settings (gear icon) in the top-right corner.
- Navigate to General > Privacy and data.
- Under Export mailbox, click Export mailbox.
- Microsoft 365 will queue your mailbox export on the server. Once the export package is generated, you will receive an email containing a secure download link.

└── [ Export mailbox ] <-- Initiates server-side PST generation
Workaround 3: Importing and Exporting Contacts (CSV)
If you only need to transfer an address book, you do not need the legacy wizard. New Outlook handles contact imports natively through the People module:
- In New Outlook, select the People icon from the left navigation bar.
- Look at the top-right toolbar and click Manage contacts.
- Select your task:
- Import contacts: Choose your
.csvfile and map the fields to your cloud contact list. - Export contacts: Choose whether to export All contacts or a specific folder, then click Export to download a clean
.csvfile.
- Import contacts: Choose your
People Module > Top Ribbon
└── [ Manage contacts ▼ ]
├── Import contacts <-- Uploads .CSV
└── Export contacts <-- Downloads .CSV
Workaround 4: Importing and Exporting Calendars (ICS)
To import external calendar events or export an existing schedule:
- In New Outlook, switch to the Calendar view.
- In the left calendar pane, click Add calendar.
- Select Upload from file.
- Browse to your
.icsor.vcsfile, choose which calendar to import the items into, and click Import. - To export, go to Settings > Calendar > Shared calendars, scroll to Publish a calendar, generate an
.icslink, and download the file.
Enterprise Compliance and Administrator Exports
In business environments where administrators need to extract data for departed employees, compliance, or legal retention, client-side exports should be avoided. Administrators should use the eDiscovery tools in the Microsoft Purview Compliance portal (compliance.microsoft.com):
- Create a Content search targeting the user’s primary and archive mailboxes.
- When the search finishes, select Export results.
- Download the generated
.pstfiles directly to secure storage using the eDiscovery Export Tool.
