“Drag and Drop” to Folders Not Working in New Outlook

Dragging an email from the message list into a sidebar folder is a core workflow for mailbox organization. In New Outlook, users sometimes find that dragging an email shows a “prohibited” cursor icon (a circle with a slash), fails to highlight the destination folder, or drops the item back into the message list without moving it. Resolving drag-and-drop failures involves addressing application integrity conflicts, destination folder permissions, or temporary WebView2 event locks.

Fast Fix

Ensure New Outlook is not running with elevated Administrator privileges. If drag-and-drop is temporarily frozen, use the universal keyboard shortcut: select the email, press the V key on your keyboard, type the target folder name, and press Enter to move it instantly.

Why Drag and Drop Fails in New Outlook

Classic Outlook operated as a native Win32 application. It used Windows OLE (Object Linking and Embedding) protocols (IDropTarget and IDataObject) to manage mouse movements and file transfers between windows.

New Outlook runs inside a Microsoft Edge WebView2 container. When you drag an item in the modern interface, the action is handled by the browser engine’s HTML5 Drag and Drop API:

Classic Outlook (Win32)
 └── OLE Drag-and-Drop ──────> Direct OS-level mouse hook (Inter-process)

New Outlook (WebView2)
└── HTML5 Drag & Drop API ──> Sandboxed browser DOM event
├── Blocked by UAC Elevation mismatches
├── Blocked by read-only destination folders
└── Subject to WebView2 script locks

Because drag events are managed inside an embedded browser sandbox:

  1. User Account Control (UAC) Elevation: If New Outlook is launched with administrator rights while the Windows shell runs as a standard user, Windows security blocks drag events from passing across integrity levels.
  2. Permission Conflicts: If the destination is a shared mailbox or public folder where your account only has “Read” rights, the web UI blocks the drop target.
  3. Cross-Window Limitations: Dragging an email attachment or message directly from New Outlook onto your Windows desktop or into an external application works differently than it did in classic Win32 Outlook.

Progressive Troubleshooting Steps

Step 1: Remove Administrator Elevation

Running New Outlook elevated is the primary cause of broken drag-and-drop functionality:

  1. Close New Outlook completely.
  2. Check your shortcuts (taskbar, desktop, or Start menu):
    • Right-click the shortcut, select Properties, and open the Compatibility tab.
    • If the box for Run this program as an administrator is checked, uncheck it.
  3. Relaunch New Outlook normally.
  4. Attempt to drag an email into a subfolder.
Shortcut Properties > Compatibility Tab
└── [ ] Run this program as an administrator <-- MUST BE UNCHECKED

Step 2: Use Built-In Move Shortcuts (Workaround)

If you need to triage messages while troubleshooting mouse drag events, use New Outlook’s keyboard move workflow:

  1. Select the email (or highlight multiple emails using Shift or Ctrl).
  2. Press the V key on your keyboard (or click Move to on the top ribbon).
  3. A search box will appear listing your folders.
  4. Type the first few letters of the target folder.
  5. Highlight the folder using your arrow keys and press Enter.
Keyboard Workflow:
 [ Select Email ] ──> Press "V" ──> [ Type: "Finance" ] ──> Press ENTER (Moved)

Step 3: Check Destination Folder Permissions

If drag-and-drop works for your personal folders but displays a prohibited symbol over a shared or delegated folder:

  • You likely possess Read access to the mailbox, but lack Write/Delete privileges.
  • Moving an email out of your Inbox into another folder requires both write permission on the destination folder and delete permission on the source folder.
  • Verify permissions with the shared mailbox owner or IT administrator:

Step 4: Restart the WebView2 Drag Event Pipeline

If drag-and-drop suddenly stops working during a session (often after opening a modal window or moving between monitors):

  1. Press Ctrl + Shift + Esc to open Task Manager.
  2. Locate Outlook (New) in the process list.
  3. Expand the process tree and look for sub-tasks labeled olk.exe or msedgewebview2.exe.
  4. Right-click the top-level Outlook (New) entry and select End task.
  5. Relaunch the application. This resets the Chromium DOM event listeners.

If your view layout or folder panes frequently reset when restarting to fix interface glitches, review:

External Drag-and-Drop Limitations

If you are trying to drag an email out of New Outlook and drop it directly into Windows File Explorer to save it as an .eml or .msg file:

  • This functionality operates differently than classic Outlook. New Outlook does not export binary .msg files directly to the desktop via basic drag-and-drop.
  • Workaround: Open the email, click the three dots (…) in the upper right corner, and select Save as or Download to save the message to your local drive.

Hard Stops and Reversion

If your organization relies heavily on dragging items directly between Outlook and third-party document management systems (such as legal archiving tools, local file servers, or CRM desktop plugins) that require classic Win32 OLE drag-and-drop:
