File access issues in Microsoft Teams Shared Channels occur when internal or external participants can send messages in the channel but receive an “Access Denied,” “Unable to reach SharePoint site,” or an endless loading spinner when clicking the Files tab. This happens because Shared Channels do not store files inside the parent team’s SharePoint site; instead, they use a dedicated, isolated site collection governed by cross-tenant trust policies.
Fast Fix
If the user is external, an administrator must verify that both organizations have configured mutual inbound and outbound B2B Direct Connect in the Microsoft Entra admin center. If the user is internal, have the Channel Owner open the channel, select Files > Open in SharePoint, and verify that the user appears in the site collection’s member group.
Diagnostic Snapshot
| Access Scenario | Root Mechanism | Resolution Responsibility |
|---|---|---|
| External user blocked from Files | Missing or misconfigured Entra B2B Direct Connect policy | Global / Security Admin (Both Tenants) |
| Internal user blocked from Files | Group-to-site permission desynchronization on channel site | Channel Owner / SharePoint Admin |
| Conditional Access block | Compliant device or MFA trust settings rejected | Entra ID Conditional Access Admin |
| “Site not found” error | Channel site collection locked, read-only, or deleted | SharePoint Administrator |
The Architecture: Why Shared Channels Behave Differently
Standard Teams channels store documents within a subfolder of the host team’s main SharePoint document library. Shared Channels (Teams Connect) do not.
To allow secure cross-company collaboration without adding external users as full guest accounts in your directory, Microsoft provisions a dedicated SharePoint site collection for every individual Shared Channel.

[Shared Channel: "Campaign"] ──> Dedicated SharePoint Site: /sites/Marketing-Campaign

└── External Organization User (Entra B2B Direct Connect)
File access breaks when:
- B2B Direct Connect Mismatches: Chat relies on federated Teams signaling, but the Files tab calls the underlying SharePoint Online REST API. If the external tenant has not explicitly trusted your tenant for SharePoint file operations, chat works while the Files tab fails.
- Conditional Access Incompatibilities: If your organization requires compliant devices, an external user’s personal machine will be blocked from downloading files unless you configure your tenant to trust the external organization’s device compliance claims.
- Dedicated Site Permissions Drift: Because the Shared Channel site collection has an independent permission boundary, membership changes made at the parent team level do not propagate down to the channel site.
If you are dealing with locked-down channels inside your own organization that use padlock icons rather than shared link icons, see “Can’t view file” in Teams Private Channels.
Progressive Troubleshooting Steps
1. Differentiate Internal from External User Failures
Determine whether the permission block is tenant-wide or cross-tenant.
- If only external partners are blocked: The issue is rooted in Microsoft Entra Cross-Tenant Access Settings. Proceed to Step 2.
- If internal staff are blocked: The issue is a local SharePoint permission failure on the dedicated site collection. Skip to Step 3.
2. Configure Entra B2B Direct Connect (For External Partners)
For external users to access the Files tab in a Shared Channel, both your tenant and the partner’s tenant must configure mutual trust.
Steps for Tenant Administrators:
- Sign in to the Microsoft Entra admin center.
- Navigate to Identity > External Identities > Cross-tenant access settings.
- Under Organizational settings, locate the partner organization (or click Add organization using their domain or Tenant ID).
- Click the link under B2B direct connect:
- Inbound access: Set External users and groups to Allow access (target the specific external users or select All users). Under Applications, ensure Office 365 and SharePoint Online are allowed.
- Trust settings: If your organization enforces Conditional Access, check Trust compliant devices and Trust multifactor authentication to accept tokens issued by their home tenant.
- Notify the administrator at the partner organization to configure identical Outbound access settings pointing toward your tenant.
If an external partner encounters sign-in code blocks when accessing files, consult Troubleshooting “CA20001” Conditional Access Sign-in Errors.
3. Audit Channel Site Collection Permissions
If internal users cannot see files, the membership list between the Teams channel and the SharePoint site collection has desynchronized.
- In Teams, navigate to the Shared Channel.
- Click the Files tab, then click Open in SharePoint.
- If the channel owner receives Access Denied here, the site collection itself is in an unmapped state. Proceed to Step 4.
- In SharePoint, click the Settings gear > Site permissions.
- Check whether the group labeled [Channel Name] Members is populated.
- If an affected internal user is listed in Teams channel settings but missing from SharePoint site permissions:
- Go back to Teams, open channel settings, temporarily remove the user from the channel, wait two minutes, and re-add them. This forces an immediate Entra-to-SharePoint membership synchronization.
If internal users regularly lose access to channels they belong to, see “Access Denied” to Teams Files despite being Team Member.
4. Verify Purview Sensitivity Label Rules
Shared Channels inherit sensitivity label policies from the parent team by default, but tenant-level encryption can override direct connect rules.
- If the channel’s parent team is tagged with a label that requires Azure Rights Management encryption (such as “Strictly Confidential – Internal Only”), the cloud service will block external accounts from opening files in the channel, even if B2B Direct Connect is active.
- To check label restrictions, read Resolving “Sensitivity Label” Access Denied in Teams/SharePoint.
Hard Stops: When to Escalate to SharePoint Administrators
If internal and external users receive an HTTP 404 “Site Not Found” error when clicking Files, the dedicated site collection has been orphaned or manually deleted from the SharePoint Admin Center.
A SharePoint Administrator must navigate to SharePoint Admin Center > Sites > Deleted sites, locate the site named after the shared channel (format: [ParentTeam]-[SharedChannelName]), and select Restore.
